From the founder of MEP Firm EP Engineering comes EP Inspections + Commissioning (EPIC). An Inspection + Commissioning company that finally marries design and construction so Owners don’t have to suffer through the dreaded sign off process. EPIC was formed to change the Special Inspections industry by bringing accountability and common sense to the usually inefficient process of closing out a project.

Inspections

For nearly every construction project in New York City, the Department of Building requires that certain work types are inspected by an approved Special Inspections Agency. In the 2008 overhaul of the NYC Building Code, ‘Special Inspections’ replaced what was referred to in the 1968 Building Code as ‘Controlled Inspections’. Special Inspections allow for an added layer of protection for the building and its occupants, by requiring 3rd party verification that the materials and construction processes outlined in the approved drawings are adhered to. A construction project cannot receive final sign-off until the special inspector has documented that the work has been completed according to the approved documents.

Commissioning

Commissioning is a requirement of the New York City Energy Conservation Code (NYCECC) where a qualified professional ensures the performance of the installed systems within a building meet what is specified on the construction documents and the energy code.  As stated on the NYC TR-8 (Technical Report Statement of Responsibility for Energy Code Progress Inspections) form, “Commissioning is required for applications where C408 or ASHRAE 90.1 Section 6.7.2.4 requires commissioning.”  In accordance with the 2016 NYCECC and ASHRAE 90.1-2013, EPIC offers commissioning services for the following systems:


  • Heating, cooling, air handling and distribution, ventilation, and exhaust systems, and their related air quality monitoring systems.

  • Air, water, and other energy recovery systems.

  • Manual or automatic controls, whether local or remote, on energy using systems including but not limited to temperature controls, setback sequences, and occupancy based control, including energy management functions of the building management system.

  • Plumbing, including insulation of piping and associated valves, domestic and process water pumping, and mixing systems.

  • Mechanical heating systems and service water heating systems.

  • Refrigeration systems.

  • Renewable energy and energy storage systems.

  • Other systems, equipment and components that are used for heating, cooling or ventilation and that affect energy use.

Leadership Team


Evan Parganos, PE

Working in the industry since 1997, Evan has become a leader in the Construction Field as well as a steward for Sustainability and Corporate Responsibility. His career has taken him from a design engineer to eventually founding an engineering company in 2004 and an inspection company in 2018. 

His personal philosophy is that we can do more as a society to live sustainably, and he hopes he can make a difference by persuading clients to build greener projects. Evan also likes to cook, spend time with his three children, is an avid snowboarder and he can play a decent left field.

Molly Glenn, PE

Molly has been working in the construction industry for 10 years, with over 8 years in NYC Special and Progress Inspections. A Mechanical Engineering graduate with honors from the University of Rochester, Molly obtained her Professional Engineering license in New York in the summer of 2021. Molly’s inspection philosophy is that inspectors are the bridge between the Building Code, Architects and Engineers, and the Contractors on site. By communicating clearly and coordinating all of these teams, all required inspections can be completed efficiently and effectively. Molly’s successful career is a testament to her ability to accomplish this feat.

 

Molly is a Boston Marathon qualifying distance runner, avid theater junkie, and world travel nerd. In her spare time, she volunteers at The Wild Bird Fund where she helps the staff there rehabilitate birds and other animals so that they can be released back into the wild.

Chris Burgess, PE

Chris has over 11 years of experience in the MEP industry and is a graduate with honors from the Stevens Institute of Technology, with a Bachelors of Engineering in Mechanical Engineering.   Chris began his career at EP Engineering in 2008, helping the company grow to a staff over 25 employees, ultimately becoming a partner in the firm in 2016.  Throughout his career, Chris has designed and led numerous projects throughout New York and New Jersey, ranging from high-rise residential, food service, fitness centers, education & commercial office buildings.  His professional philosophy is to develop positive relationships with clients and team members through responsiveness and attention to detail.

Chris enjoys hanging out with family and friends, playing baseball and softball, fishing and yearly vacations to Cape Cod and Arizona.

Chris Fiskaa

Chris has 20 years of combined engineering, project management and leadership experience. With active participation in over 1,000 successful projects he has proven that he is both a seasoned electrical engineer and team leader. Chris’ approach to leadership by inspiration and example has set him apart and allowed him to cultivate lasting relationships with clients and colleagues.

Chris enjoys spending time with his family, playing guitar, creating art and brewing beer!
